MANILA, Philippines – A rape suspect listed among the top five regional most wanted persons for three counts was arrested by the operatives of Manila Police District in Cavite last Sunday, September 1.
Accused Joel Barinduque Flores, 51, married was arrested around 9:00 p.m. in front of 211-B Tortona St., Ligas 2 Bacoor, Cavite under the warrant issued by Hon. Ma. Theresa Chan Bueno with no bail recommendation.
