MANILA, Philippines – Former Presidential Spokesperson Harry Roque and 11 others involved in the raided offshore gaming operator facility in Porac, Pampanga are now being closely watched after an Immigration Lookout Order has been released against them, said the Department of Justice. 

The ILBO includes the following personalities: 

  • Katherine Cassandra Li Ong
  • Xiang Tan
  • Jing Gu
  • Stephanie B. Mascareñas
  • Michael Bryce B. Matareñas
  • Zhang Jie
  • Duanren Wu
  • Raymund Calleon G. Co
  • Randel Calleon G. Co
  • Dennis L. Cunanan
  • Han Gao

“Considering the gravity of the possible charges, as well as the wide media coverage and public attention this has gained over the past months, there is a strong possibility that the above mentioned nationals may attempt to place themselves beyond the reach of the legal processes of this Department by leaving the country,” the August 6 order said. 

“Hence, we deem the issuance of an Immigration Lookout Bulletin Order (ILBO) against the subject persons in order to at least monitor the itineraries of their flight, travel, and/or whereabouts,” it said. 

The release of an ILBO however cannot keep any person from leaving the country but just monitors the whereabouts of the individuals concerned. This is because only the courts can issue a hold departure order. 

Roque has been summoned before congressional hearings following his alleged involvement in Lucky South 99, the POGO hub raided in Porac. He also denied lawyering for the illegal POGO company. 

He however admitted to partly owning the house in an upscale subdivision in Tuba, Benguet where two foreign nationals suspected of working for the raided POGO facility in Bamban, Tarlac were intercepted by authorities.
