MANILA, Philippines — A Chinese man wanted for a multi-million investment scam in China was arrested in Makati City, Bureau of Immigration (BI) said Wednesday.

According to Immigration Commissioner Norman Tansingco, Chen Xiao Bang, 29, is also on the wanted list of the BI as he was already ordered deported and blacklisted by the bureau in 2023 for being an “undesirable alien.”

Upon reviewing his travel record, it was found that Chen entered the Philippines on August 25, 2019, and has not left since.

Chen was accused of colluding with others to orchestrate a scam that purportedly swindled Chinese investors out of more than 3 million Chinese yuan, or more than P24 million since 2018.

“Members of the arresting team were armed with a deportation warrant which I signed pursuant to a summary deportation order that was issued against him by the board of commissioners,” Tansingco said.

The bureau chief likewise said that Chen will be temporarily detained in Taguig while securing documents for deportation and once documents are obtained by the department, the suspect will promptly be extradited to China.

“Meantime, he remains confined in our detention center at Camp Bagong Diwa, Taguig City while awaiting his flight,” he added. 

Authorities noted that  Chen was issued an arrest warrant by the Pudong branch of the Shanghai Public Security Bureau in China for his alleged participation in a fraudulent investment scheme, adding that the Chinese government revoked his passport, classifying him as an undocumented alien subject to immediate deportation.

“His passport has been revoked by the Chinese government which made him an undocumented alien who is subject to immediate deportation,” BI chief for fugitive search unit Rendel Ryan Sy said in a statement.
