MANILA, Philippines – Nancy Gamo, former accountant of suspended Bamban, Tarlac Mayor Alice Guo said in the Senate hearing, Monday, that the town chief asked her to incorporate Philippine Offshore Gaming Operator (POGO) companies Hong Sheng Gaming Technology Inc. and Zun Yuan Technologies Inc. refuting her earlier claim of having no involvement in the raided facilities. 

In today’s Senate panel on women hearing on illegal POGOs, Gamo, who has been under custody, faced the probe after being in custody to ensure her attendance. 

Gamo said she was asked by the mayor to apply for Hong Sheng Gaming Technology Inc.’s license to operate. 

“‘Yung Hong Sheng ang dealings ko diyan is ano, kausap ko si Alice, please incorporate, ito ‘yung mga detalye please assist si Ms. Leila ‘yung tauhan niya on all papers so if I need anything doon sa tauhan niya ako kumukuha ng information,” Gamo said. 

Gamo said Leila Masiclat Tulio is Guo’s staff. 

The same command was given by Guo to Gamo when she asked the former to incorporate Zun Yuan Technology Inc. Gamo said Guo told her to refer to her lawyer for anything she would need for the incorporation of the company. 

“Anything I need about the incorporation of that company, refer to Atty. Joy,” Gamo said, quoting Guo. 

“Binigay sa akin, pinroseso ko in a legal way, dumaan siya sa PAGCOR nakakuha ng endorsement, lumabas ang SEC certification,” she said. 

This revelation gave weight to Sen. Sherwin Gatchalian’s receipt of a Sangguniang Bayan Resolution containing the local council’s approval of an application made by Guo for an operation license for Hongsheng Gaming Technology Inc. It was raided in February 2023. 

The same compound was then used by Zun Yuan Technology Inc., raided in April. 

Gamo said her professional relationship with Guo was on a per transaction basis. They met in 2012. 

“I happened to register ‘yung mga corporation na pag-aari ng family nila way back way back 2012,” she said,  

“May iba pang mga corporations and kasama pa rin ‘yung dalawang POGO companies,” she said. 

Guo, who is still in hiding, was still a no-show at the Senate hearing despite the release of a warrant for her and her siblings’ arrest. Her lawyer, Stephen David has always said Guo tells him she is still in the country. 

The Bureau of Immigration said their intelligence suggests the mayor has not left the Philippines.
