MANILA, Philippines – Second alarm has now been raised at Marikina River after water levels reached 17.3 meters as of 9:11 am following incessant rains caused by Habagat enhanced by Tropical Cyclone Carina, local government said.
In a Facebook post, the Marikina Public Information Office announced that since 6:45 am, flood gates to the Manggahan Floodway have been opened.
Typhoon Carina (international name: Gaemi) is last spotted at 290 kilometers northeast of Itbayat, Batanes, with maximum sustained winds of 155 kilometers per hour (kph) near the center and gustiness of up to 190 kph, according to Philippine Atmospheric, Geophysical and Astronomical Services Administration’s (Pagasa).
Carina is said to be enhancing southwest monsoon Habagat causing heavy rains in most parts of the country.
